The Bottom Line

Penelope’s Bloom offers a variety of premium quality, organic, full spectrum pet CBD products that are available in the form of tinctures, topicals, and edible treats. Their products contain from 10 mg to 1000 mg of total CBD, and are extracted using a CO2 based process before being formulated with easily digestible MCT oil as the carrier for maximum bioavailability. Products are tested by an independent third party lab.

Transparency & Accuracy

5.0

The accuracy variances for our Penelope’s Bloom products concerning potency are excellent, with six checked products testing below the acceptable 10% variance limit allowed. All ordered tinctures and topicals passed purity testing for pesticides, solvents, microbials, and heavy metals, according to third party lab reports which are available for customer access in a centralized hub online. The three varieties of Penelope’s Bloom edible pet treats passed testing for microbes and mycotoxins only, to the best of our knowledge.

Methodology

  • Read our methodology for more details about ranking and our review process.

    Data Collection and Rating

In our review process, we receive CBD products directly from the brand to personally review ourselves, so we can give you an accurate idea of the packaging, potency, taste, smell, feel, and overall experience of each product. We also discuss the company’s shipping and returns policy.
Another important step we take is reviewing each individual product for details such as the certificate of analysis to assess the CBD level and CBD variance, THC level, and contaminants.
We take all factors into account and give each CBD brand and each CBD product a score for each parameter.
All of the information we collect is generated into a concise, easy to read review and put into our extensive database. Keep in mind, our reviews are never intended to substitute or act as medical advice.

    Product DataBase

Our database collects key information for each product, including CBD product prices, potencies, third-party lab test results, flavors, additional ingredients, hemp quality, extract types, product variety, and more.
We then use all of this combined data to give each brand and product a standardized rating out of five points.

    Brand Review Process

There are many factors we consider when we review the quality, integrity and products of a CBD brand. We rate each brand on several factors including:

    • Transparency & accuracy. It is important that a CBD brand is forthcoming with who makes up their team, their mission, manufacturing process, and lab reports. Also, we look for the accuracy of the CBD and THC levels in the products’ lab reports.
    • Hemp quality. Hemp quality can be a deciding factor between a good CBD brand and a great CBD brand. We look for organic and sustainable farming methods with attention to detail in each manufacturing step.
    • The variety of products they offer. We like to see several CBD product types and flavors.
    • Customer service. It is essential that each CBD company has multiple ways to connect to customer service to ask questions. We look for speedy and complete responses.
    • Price and discounts. Competitive pricing is an important aspect of being a top-rated CBD brand. We also look for discount options and ways to save on your order.

    Market Reports

Another way Leafreport stands out from other CBD review websites is our evidence-based market reports. For each one, we purchase different types of CBD products and send them for independent lab testing to check whether their levels of CBD and other cannabinoids match the label.

    Information Updates

Writers and editors conduct our reviews and our database on an annual basis but continually make updates throughout the year. We maintain frequent contact with brands and highlight any changes in offerings.

    The Review Team

Our review team is made up of a wide chain of qualified CBD review writers, some with medical degrees, some with statistics backgrounds, others with ample experience in the CBD arena. Each and every one of our CBD reviews are approved by our medical reviewer before being published on our website to ensure all information is accurate.

    Conflicts of Interest

While Leafreport does have partnerships with many of the reviewed brands, we manage potential conflicts of interest by maintaining a wall between our content and business operations. This wall is designed to prevent our writers and the review process from being influenced or impacted by our business partnerships. This way, all reviews can provide an unbiased review that serves the interests of our users.

    About the Company

Penelope’s Bloom began with a French bulldog named Penelope who had been diagnosed with a chronic, degenerative physical condition. This finding started a journey toward providing premium quality, human grade, cruelty free CBD products that focused on a pet’s physical and mental health. Their organic, non-GMO products are recommended by veterinarians for both cats and dogs due to the simple and short list of ingredients used in Penelope’s Bloom CBD products, namely chamomile, MCT oil, and full spectrum CBD.

    Transparency

Independent CBD testing is a necessary quality and safety control tool to ensure that the labeled amounts of CBD and THC are very close to the contents of each final product a customer receives. Penelope’s Bloom CBD has a centralized lab testing link on their company homepage under the “Lab Reports” link at the bottom of every page online under “Products.”

All of the products in our Penelope’s Bloom order were third party tested for CBD and THC content. Purity tests for foreign contaminants such as microbials and mycotoxins, however, were performed on all checked products. Standard purity tests for pesticides and heavy metals were unavailable for the edible treats at this time.

    Accuracy

Using the centralized lab testing hub, it was easy to match all six of the ordered products with the independent third party lab results for potency. As far as the highest accuracy variance in this order, the 300 mg full spectrum, organic CBD fire and ice topical balm tested as containing 270.65 total mg of CBD, which represents a 9.78% accuracy variance, still lower than the acceptable 10% limit. The lowest accuracy variance was associated with the 1000 mg full spectrum, organic tincture, which tested as containing 1003.11 total mg of CBD. This calculates to an accuracy variance of a mere .31%, well below the 10% variance limit allowed. All full spectrum products were confirmed by independent third party testing to contain less than the legal 0.3% limit of THC.

    Reputation

According to the company website, Penelope’s Bloom saw a “great need for a premium quality CBD for pets that had product integrity, consumer transparency, and we delivered results.” All of their packaging is made with recycled materials and they use only eco-conscious ingredients to help the planet. They are dedicated to giving back to the community through various animal rescue collaborations. In addition, a portion of all customer proceeds goes to a nationwide non-profit animal support organization.

    Manufacturing Process

Penelope’s Bloom is a legal, authorized grower of premium organic U.S. hemp, sourced from Kentucky farms. Their hemp derived, full spectrum CBD products are extracted using a CO2 based process before being formulated with easily digestible MCT oil as the carrier for maximum bioavailability. After formulation, the next step is independent third party CBD testing, which is an important safety and quality control measure utilized by Penelope’s Bloom to ensure that the labeled potency of CBD and THC matches the contents.

They conduct independent potency lab testing for all of their products and post the available results on their website under the “Lab Reports” link located on the very bottom of each page under the “More Links” heading. Any absent test results for purity or potency can be requested from customer service, who will provide any lab results not listed online or help with an explanation of the results.

Penelope’s Bloom offers premium quality, vegan, organic pet CBD products that are available in the form of full spectrum tinctures, topicals, and edible treats. Their products range from 10 mg to 1000 mg and are average priced when compared to other organic brands, with an overall price point average of $.09 per mg of CBD.
